Here is what I did...
I shade entire hair very lightly first, blend with paper towel (I use heavy-duty paper towel for workshop), use a cut-up eraser to "draw" white hair, blend again, add some darker shadows here and there (in between strands of hair), blend, then "draw" more strands of hair with an eraser... repeat these steps until you're happy. (add more shadows to create stronger contrast if you like)
Cut-up eraser is just a regular eraser cut into small a wedge shape so it has sharp corners that you can use to draw. Blend gently, otherwise graphite gets rubbed into the tooth of paper and you won't be able to create white strands of hair.
